A recommendation from the ICLC was also submitted to forward fund a community centre which was being pro-posed by Duleek/Bellewstown GFC and Duleek & District Athletic Club. Fol-lowing a submission and consideration of the proposal, the ICLC recommended the forward funding of €300,000, which is to be allocated to the construction work only and which will be clawed back by Indaver from the fund in 2018 and 2019 in the amount of €150,000 each year. As Chairwoman of the committee, I am de-lighted to see this fantastic fund making such a difference to community groups in the Carranstown area and surrounds. Some local groups that will benefit are St Colmcilles GFC who were allocated €50,000 towards their Seafield Develop-ment Project, Ablevision Ireland who will receive €3000 towards the development of their new website, Boyne Rugby Foot-ball Club will receive €30,000 which will see huge access improvements carried out on Blackbush Lane, and many more hard working community groups in Duleek, Bellewstown and Donore! Well done to all on your successful applications!Municipal District Meeting - 18th MayWe received an update on the additional estates to be added to the Road Traffic (Special Speed Limits)(Housing Estates). The estates in our District that will now be 30kph are Brookside, Bathe Abbey, Ballygarth Manor, Mornington Manor, along with a number of estates in Slane. This is in addition to the estates that had their speed limit reviewed in the last tranche. It is planned this work will be carried out in the summer months when the schools are on their holidays. I have been pushing for the completion for this for some time now, and the delays to date have been due to ESB input. This will see children accessing the schools much more safely than they currently are! By the time this goes to print, consult-ants will have been appointed to proceed with the Compulsory Purchase Order and detailed design of our long awaiting Spine Road from Bettystown to Laytown. Every opportunity I get I push this in the council chamber and stress it’s urgency. Director of Services for Transportation, Des Foley has assured me it is his priority to deliver this road, and that the CPO pro-cess should be completed this year, with construction due to commence in 2018. I will continue to push for the delivery of this road at every opportunity!Another item I can strike off my ‘To Do List’ is the installation of a pedes-trian crossing in Laytown! I have also allocated Discretion-ary Funding to install outdoor adult gym equipment in the area that can also be part of the project. I will keep you posted of it’s progress.Nanny Greenway - Under Measure 2 (New Trail Development) I have been working with a group comprising of members of the Julianstown & District Community Association, Sonáirte and Laytown Vil-lage Enhancement Committee, to progress a plan for a Greenway from Laytown to Julianstown along the banks of the River Nanny. I have requested that this project be considered funding for the completion of a feasibility study. Many thanks to the Boyneside Trail for their advice and sup-port on this! It is that. It can also be tense, heavy anticipatory, calming, relaxing and quite rare! There is a background hum to life, traffic, electron-ic devises, planes, trains in the distance, we hardly notice it. Like the way you think the house is silent until there is an electricity outage and you realise that the space was literally humming with power, unnoticed until it’s gone. Real silence of any kind is not something that’s easy to find. I’m always a little bit jealous of workplaces where everyone is whispery and polite and civilised. In mine I’m yelling at the top of my lungs, com-peting with hair dryers and shouted con-versations, and nodding and smiling at clients like I’m gormless because I can’t hear what they are saying over the din. So I think about silence a lot. I even crave it at times and I’ve discovered that it’s a great little tool. My sister uses it to great effect by sulking for anything up to a week. A lot can be read into a silence. Particularly a sulky one, so in that way it can be used as a weapon. I can’t sulk. I do try to, but then I think of all the great points I can score by con-tinuing to argue and the words just tumble from my mouth. I’ve had some (lim-ited!) success. We are not part of a chain! I can be silent and appear sad, I just can’t do it for long enough to be effective yet. I can even be silent when I’ve no idea what people are talking about, then look into the middle distance as though I’m thinking about some point that they’ve made (while I think of a way to escape). I can be silent when people stop talking, and if they feel uncomfortable enough, they will keep talking until they’ve spilled their guts. I know all about that one be-cause I’ve fallen for it enough times. I’m pretty sure it’s a technique my mother em-ployed when she wanted me to rat out my siblings. In that way silence can also be used to manipulate, as much as it can be used to comfort and calm, as it can be used to still your mind, and to concentrate. Back in the day when I was doing school exams, the study tips employed by teach-ers were lumpy to say the least and consisted of send-ing us packing with 2 or 3 years of work to revise. No study plans.no neon mark-ers. No sticky notes. This usually gives a reasonable indication of the type of mortgage you might be able to get but there is a lot more to an application process that can delay or lead to a declined proposal. As such, I try to dig much deeper at ap-plication stage to make sure that there are less surprises and delays further on in the process.
